The allocation of RM3 billion in soft loans under the Maritime Development Fund in Budget 2014 will help spur the domestic shipping sector, says Shin Yang Shipping Corp Bhd (Shin Yang Shipping). Chief financial officer Richard Ling told The Borneo Post that this was a good move as it shows that the government has responded to the shipowners’ request.
Malaysia aims to capture two per cent of the global shipbuilding industry by 2020 from one per cent in 2010, President and Chairman of the Association of Marine Industries of Malaysia (AMIM) Tan Sri Ahmad Ramli Mohd Nor said. Global demand for new vessels is expected to grow 26 per cent in the next few years in tandem with global economic recovery. In Malaysia, oil and gas explorations in marginal oilfields will drive demand for vessels in the booming oil and gas sector.
Currently, there are over 80 active shipyards in Malaysia. Boustead Heavy Industries Corporation Bhd is a leading shipbuilding, ship repair, maritime, engineering and defence-related services provider, with three shipyards in Lumut, Pulau Jerejak and Langkawi. It has strong capabilities in the construction and repair of both naval and commercial ships.
Boustead Heavy Industries Corp Bhd (BHIC)'s associate Boustead Naval Shipyard Sdn Bhd has sealed a deal to position Malaysia as a regional shipyard centre for ship repair and ship maintenance. The pact will see BN Shipyard acquiring specialist South Korean consulting and advisory services in ship maintenance, repair and overhaul (MRO). BHIC managing director Tan Sri Ahmad Ramli Mohd Nor said by collaborating with MMAM, it is able to acquire South Korea's best shipyard practices, which in turn will allow BN Shipyard to increase its productivity and meet delivery goals.
The Malaysian Shipbuilding/Ship Repair Industry Strategic Plan 2020 (SBSR 2020) specifically targets focus development initiatives on niche markets involving vessels of less than 120 meters in length, thereby positioning the country as a prime regional player in the work boat market segment. In-country capabilities for offshore support vessels has been earmarked as a key component of the strategic plan.
Malaysia is home to more than 60 active shipbuilders, including a concentration of more than 40 builders of all kinds of steel and aluminum vessels of up to 5000DWT in the city of Sibu in the state of Sarawak. Malaysia is a notable exporter of vessels to Southeast Asian nations and beyond. Expertise spans anchor handling tug/supply vessels, tugs, patrol boats, survey vessels, ro-ro vessels, landing craft, and support vessels. Small vessels account for around three-quarters of industry output, which is generally around the 250-300-vessel level annually. Barges, harbour/ river tug boats, and other smaller capacity boats that normally ply within the coastal waters dominates the new build activities.
Further, with the world’s 12th and 19th largest container ports of Port Kelang and Tanjung Pelepas, respectively within it national boundaries, a substantial oil and gas sector, and numerous offshore islands, Malaysia is a major end user of all manner of workboats.
While still small, Malaysia is also home to a growing marine equipment manufacturing sub-sector. Areas of activity include manufacturing propellers, auxiliary equipment for deck machineries/equipment, accommodation outfitting such as hatches, watertight doors and windows, manholes, panelling, mooring ropes and corrosion protection paint. as well as engine rebuilding. Singapore is the second-largest container handling port in the world.
